Congressman Christopher Cox (R-California) has proposed to change the formula for determining the amount of funds to go to first responders. For the past two years, Cox has been seeking a way to shift funds to reflect terror threats more accurately, a move the administration supports. Such a change would reduce the amount of money currently devoted to some smaller states, which would in turn cause some GOP Senators, such as Susan Collins (R-Maine) to oppose the measure.
A change in the formula would affect billions of dollars of grant money, ensuring a strong fight from both sides. In addition, a debate over whether to increase the total amount of funding for fiscal 2006 has come up, with some members backing increased numbers against Cox's (and the administration's) wishes.
