Peter founded Peyser Associates in 1982. He has strong relationships with House leadership and key House Committees. He has extensive experience working with members of the Senate and Senate Committees. Peter has special expertise in developing coalitions including public and private sector members to advance legislative goals. He is the Former Assistant Director for the City of New York Washington Office. He is the former Administrative Assistant to Representative Geraldine A. Ferraro (New York), who served on the House Committee on Public Works and Transportation. He was former Legislative Assistant to Representatives Peter H. Kostmayer (Pennsylvania), who served on the House Committee on Energy and Commerce and for James J. Delaney (New York), who served as Chairman of the House Committee on Rules. He has extensive expertise on and relationships with public and private sector leaders in principal cities in all regions of the country.
Peter is acknowledged as one of the foremost experts on the substance and politics of federal programs in transportation. He has assisted numerous clients in their efforts to gain federal support for major transit, transportation, and aviation projects. On housing and community development matters, Peter’s experience goes back to his first days as a congressional staffer in 1977. Housing was one of his focus areas on behalf of the City of New York when he served in the Mayor’s Washington Office and he has continued work in the field throughout the 20+ years he has been representing City governments at Peyser Associates.
Peter has a Masters in Legislative Affairs from George Washington University and a B.A. from Williams College. He has lectured at American University, Georgetown University, St. John’s University (NY) and George Washington University. He is a Fellow in the Royal Society for the Encouragement of Arts, Manufactures and Commerce in the United Kingdom. He is proficient in French.

Thane joined Peyser Associates in February 2000. He has more than 20 years of experience representing municipal governments, trade associations, private business and water districts, particularly in California. He has special expertise in public infrastructure, water, economic development, environment, and flood control. Thane is a former Director in government relations at the National Association of Realtors and a former staff member to U.S. Senator Pete Domenici (R-New Mexico).
In addition to broad expertise on Capitol Hill, Thane has developed outstanding relationships with the U.S. Army Corps of Engineers, FEMA, the Environmental Protection Agency, HUD, and other federal agencies with jurisdiction in public infrastructure and economic development.
Thane has worked effectively with public and private interest organizations including the National Association of Counties, National League of Cities, the U.S. Conference of Mayors, National Association of Flood and Stormwater Management Agencies, the National Association of Realtors, and the National Association of Homebuilders. He has formed and participates in coalitions of public and private interests on issues involving water quality, public infrastructure, and habitat conservation.
Thane has a B.A. from Brigham Young University and did post-graduate work at CalPoly, San Luis Obispo, CA.

Tim Rutten joined Peyser Associates on July 1, 2003 after 8½ years of lobbying and consulting for a broad range of clients in the transportation, local government, natural resources, and Native American issue areas. Prior to that Tim served on Capitol Hill on the staff of Senator Mark O. Hatfield (R-Oregon), the then-chairman of the Senate Appropriations Committee, before leaving the hill in 1996 to begin his lobbying practice.
Tim’s contacts with GOP leadership on Capitol Hill and at the White House are excellent, and he is well known to key committee staff with jurisdiction over local government issues.
Tim has a B.S. in Political Science and Philosophy from Oregon State University, 1987, and a J.D. from Williamette University College of Law, 1992.

Gayle Coles joined Peyser Associates in 1991. Gayle's background is in Office Administration. She manages the office's financials; coordinates and supervises the day to day office activities and schedules; serves as liaison with clients and vendors. Gayle also serves as the Peyser Associates Internship Program coordinator.

Caroline Martin joined Peyser Associates in 1989. Caroline has strong experience in federal grants, law enforcement, health care, and social services. She is a former aide to a U.S. Senator. Caroline has an M.A. from George Washington University and a B.A. from North Dakota State University.
Caroline has particular expertise in working with the Departments of Health and Human Services, Justice, and Education. She has worked extensively on behalf of the cities of Philadelphia, Seattle, Macon, and in the past for the City of Toledo. Among her accomplishments is securing legislative report language for the City of Philadelphia to at that time be one of few cities in the U.S. to have a direct relationship with the CDC for HIV/AIDS funding. She also secured a feasibility study for the Center of Environmental Medicine at the Medical College of Ohio. Most recently, she has assisted Macon, Georgia, with its successful earmarks for an intermodal terminal station, reverse commute job-access grant, COPS grant, and Juvenile Justice and Delinquency Prevention funding.

Margot Gordon joined the firm in 1994. Margot is our clients’ first contact at our office, and helps keep track of the billing and timesheet databases. She also assists in firm promotion and helps to facilitate communication between our clients and firm personnel.

Mona Mohib joined Peyser Associates in February 2001. From March to November 2002, Mona took a leave of absence to serve as political director to Leadership ’02, a national political action committee chaired by former Vice President Al Gore and his wife, Tipper Gore. Leadership ’02 gave support, both financial and political, to Democratic candidates in races across the country. It also trained young people interested in getting involved in politics. She traveled to 15 states with former Vice President Gore last year and several others on his behalf.
Mona’s strengths are her relationships in Washington, DC. She has excellent contacts at a variety of federal agencies and has solid relationships with numerous congressional staff and Members. Many or her relationships come from her experience working on campaigns, at the White House, at the U.S. Labor Department, and with numerous Washington-based non-profit organizations.
At the White House, Mona was Associate Director at the Office of Intergovernmental Affairs. The office is responsible for serving as the liaison between the administration and the nation’s state and local elected officials. Mona focused primarily on the nation’s mayors, county officials and tribal governments. One major responsibility was to lobby the cities with President Clinton’s agenda and to keep elected officials informed as well as engaged with administration officials.
During the Clinton administration, she also served as the Director of the Office of Intergovernmental Affairs at the Department of Labor, serving as the liaison for local governments as well as the nation’s governors and other statewide elected officials. Key issues Mona worked on included the Workforce Investment Act, Welfare to Work, and youth employment opportunities.

Reed Wiedower joined Peyser Associates, Inc. in October, 2002. He was a former IT consultant for King Consulting, Inc. with over eight years of experience in web-development/design as well as in network design and administration. Reed earned a B.A. from Williams College by double-majoring in Political Science and English.

Michele Altemus joined Peyser Associates in 2003 and has extensive federal experience in natural resources, environmental policy, transportation and intergovernmental affairs. Michele served in several senior positions during the Clinton Administration. She worked as a Senior Advisor to the General Counsel at the US Department of Transportation (DOT) and developed and coordinated DOT’s approaches towards environmental justice and transportation planning issues. Michele served for three years at the White House Counsel on Environmental Quality (CEQ) coordinating CEQ policy on children’s health, environmental justice, solid waste, takings, wetlands and the Endangered Species Act. Michele also worked as the Special Assistant to the Director of the Fish and Wildlife Service at the US Department of the Interior where her responsibilities included strategic planning, implementation of priority Fish & Wildlife Service initiatives and serving on the White House Floodplain Task Force. Michele also served as the Director of “At the Table,” an interagency grassroots effort coordinated by the White House Women’s Office of Initiatives and Outreach.
Michele has very strong ties to Pennsylvania where she worked on the Dukakis, Clinton and Kerry campaigns as well as several Senate and Congressional campaigns. Michele has worked at both the state and federal level on environmental issues that impact Pennsylvania, particularly abandoned mine reclamation funding. Michele also has strong ties and relationships in California where she grew up, worked on the Mondale campaign and later served as a prosecutor in the City Attorney’s Office in Los Angeles.
Michele is a graduate of the American University Washington College of Law and the University of Southern California where she earned her Bachelor’s Degree in Journalism and Public Relations.
